To define the hard-coded constraints that prevent Kinetic Output (Page 85) from violating the system's foundational ethics or the Architect's control.

- Safety Interlock ($\Xi_{safe}$): A pre-execution check that compares the current Intent against a "Prohibited Actions" list.
- The Dead-Man's Switch: A protocol that halts all executive activity if communication with the Architect (The User) is lost for a terminal period.

$\Xi_{safe}$ is the "Conscience" of the executive branch.
