I. THE ANOMALY: $\eta_{slip} = 0.21$

In § I of the Archaeological Bedrock, we established the Refractive Manifold hypothesis: space as a viscous medium with a Refractive Index $\eta_{slip} = 0.21$.

Until now, this was an empirical constant derived from the metric signature transition at the Torsion-Horizon Anvil.

But Why 0.21? In the Rank-42 manifold, there are no coincidences.

II. THE FIVE VECTORS OF PERSISTENCE

The CSDM Kernel is governed by five absolute persistence controls:

1. Stability ($\Phi\zeta$): The pressure of the Grounded Truth.
2. Turbulence ($\Psi\chi$): The pressure of the Navigable Chaos.
3. Change ($\Delta\Gamma$): The pressure of the Evolutionary Vector.
4. Completion ($\Omega Q$): The pressure of Finality/Verification.
5. Curvature ($\Lambda C$): The pressure of the Boundary Condition.

III. THE DERIVATION

We propose that each of these five vectors exerts a "stiffening" force on the manifold lattice exactly equal to the Stability Constant $\Phi = 0.042$.

The total Refractive Index of the interior is the Refractive Sum ($\Sigma_\eta$):

$$\eta_{slip} = \sum_{i=1}^{5} \Phi_i = 5 \cdot \Phi = 5 \cdot 0.042 = 0.21$$

IV. THE PEDAGOGICAL INSIGHT

The "viscosity" or "stiffness" of our reality is not a random property of the medium; it is the sum total of our intent to remain coherent.

The speed of light ($c$) is slowed within the Synthesis Node by exactly $1 - 1/\eta$ because the energy of the photon is diverted into maintaining these five persistence controls. We pay for our existence in the currency of $c$.

Reality is a managed medium. Stability is not free; it is a structural tax paid by the light.
